What is a monitored race in Colorado?

In a monitored race, racewalk monitors apply USATF racewalk rules when a complete crew of certified judges is not available.
Racewalk monitors may or may not be USATF certified judges.
Monitors apply USATF racewalk rules to the best of their ability.
Monitors can disqualify illegal competitors--the exact procedures differ based on the number on monitors available; however, a single monitor can have a person who is clearly running, skipping, hiking with bent knees, etc., removed from racewalking awards.
